City Council Agendas & Minutes
The City of De Kalb is committed to transparent governance. All agendas are posted a minimum of 72 hours prior to scheduled meetings in compliance with the Texas Open Meetings Act. Official minutes are archived in accordance with the Texas State Library and Archives Commission (TSLAC) retention schedules.

Agendas outline exactly what the Council will deliberate. By state law, the Council cannot vote on any item not explicitly listed on the posted agenda.
Approved Minutes
Minutes are the official written record of a meeting. Minutes are only posted after they have been voted on and approved at the following month’s meeting.
How to Read a Municipal Agenda
City Council agendas follow a strict legal structure. Understanding these sections will help you locate the information you care about:
- The Consent Agenda: A block of routine, non-controversial items (like approving last month’s minutes or paying standard utility bills). The Council votes on the entire block at once without individual debate to save time.
- Regular Business (Action Items): Individual items that require presentation, public hearing (if applicable), council debate, and a distinct roll-call vote. This is where ordinances and major contracts are decided.
- Executive Session: A closed-door session where the Council consults with the City Attorney. By law, they can only discuss specific confidential topics (pending lawsuits, real estate purchases, personnel firing/hiring). No votes can legally occur in Executive Session.
