To spur economic development, the City of De Kalb and the State of Texas offer targeted incentives for businesses occupying specific commercial properties:
- Chapter 380 Agreements: The City Council may offer localized incentives, including temporary property tax rebates or utility fee waivers, for businesses that commit to significant capital investments and job creation within the city limits.
- Downtown Revitalization: Businesses purchasing and restoring historic storefronts in the central business district may be eligible for matching facade-improvement grants, subject to annual budget availability.
- Change of Use Compliance: Warning: Moving a high-occupancy business (like a restaurant) into a building previously used for low-occupancy retail triggers a “Change of Use.” This requires modernizing the facility to current International Building Code (IBC) standards before a new Certificate of Occupancy is issued.
